Not in NY State, a friend of mine hit a deer on the way to work. Called,reported it waited for a Police officer to get an accident report. Afterwards, was stopped by a trooper. He was pulled over for having a head light out. Didn’t matter he had proof that he just hit a deer. He was given a ticket for the head light being out. NY state is very money grubby, have to pay for all the “free” stuff andy gives away
